  • Janine O'Flynn is Professor of Public Management at The University of Melbourne in the Melbourne School of Government and the School of Social and Political Sciences. She was previously a Professor at the Australian National University. She holds a PhD (2004) and a Bachelor of Commerce (Honours - first class), both from The University of Melbourne. Her expertise is in public sector management, particularly in the areas of public sector reform and relationships. She was recently engaged in a multi-year collaborative project with the Australian Public Service Commission to co-design a performance management framework to enable high performance government, a key aspect of the Ahead of the Game blueprint for reforming the Australian Public Service. In 2012 she published Rethinking Public Service Delivery: Managing with External Providers, co-authored with John Alford (Palgrave), which explores how government organisations can work with other providers, in various modes, to deliver public services. In 2014 this book was received the Best Book Award 2013 at the US Academy of Management in the Public and Nonprofit Division. In 2014, her book, Crossing Boundaries in Public Management and Policy: The International Experience was published (co-edited with Deborah Blackman and John Halligan; Routledge). She has written features for The Guardian, Public Servant, Public Sector Informant, The Conversation and appeared on the ABC (Australia), 'The House' CBC (Canada), and Up Close (Australia). From 2015, Janine is one of the Editors of the Australian Journal of Public Administration. She sits on the Editorial Board of Public Administration, the Journal of Management & Organizationand Canadian Public Administration. In 2012 she was elected an at-large member of the Executive Board of the International Research Society for Public Management and in 2013 she was named a Fellow of the Institute of Public Administration Australia (Victoria).   • Janine is interested in supervising doctoral students in public sector reform and relationships - this includes a range of relationship types from collaboration to contracting, and various reforms programs large-scale reform national blueprints to organisational change interventions.
