  • Janine O'Flynn is Professor of Public Management at The University of Melbourne in the Melbourne School of Government and the School of Social and Political Sciences. She was previously a Professor at the Australian National University. She holds a PhD (2004) and a Bachelor of Commerce (Honours - first class), both from The University of Melbourne. Her expertise is in public sector management, particularly in the areas of public sector reform and relationships. Janine works with a range of different organisations focused on public sector strategy and service delivery. She was recently engaged in a multi-year collaborative project with the Australian Public Service Commission to co-design a performance management framework to enable high performance government, a key aspect of the Ahead of the Game blueprint for reforming the Australian Public Service. In 2017, she was co-author (with Fiona Buick, Deborah Blackman, Michael O'Donnell and Damian West) of the article which received the Louis Brownlow award for best article in Public Administration Review. The article explored how to build effective practitioner-scholar partnership in tackling enduring challenges. In 2013 this team received the Charles H Levine award for best paper in the Public and Nonprofit Division and the Carlo Masini Award for outstanding scholarship in the fields of public and nonprofit management, awarded to the best paper examining the behaviour of public sector and nonprofit organisation at the annual Academy of Management conference in the United States. In 2014, the same team was nominated for the Carolyn Dexter Award for the best international paper at the same conference. Her next major work is a book exploring the creation and evolution of markets that exploit misery and misfortune (forthcoming - Polity Press).
