Associate Professor Peter Annear is Head of the Health Systems Governance and Financing Unit at the Nossal Institute for Global Health, University of Melbourne. He is a board member of the Asia Network for Health Systems Strengthening and a member of the Senior Technical Advisory Committee and the Board of the Asia Pacific Observatory for Health Systems and Policies. Assoc. Prof. Annear is a member of the Academic Board of the Development Studies department in the Master of Science degree at the University of Phnom Penh, Cambodia.
Dr Annear is a health economist and health financing specialist who has worked in international development in various capacities since the 1970s. He has more than 202 years experience working in the health sector in Cambodia, Laos and a number of Asian countries as a consultant and advisor for Ministries of Health, the World Health Organization, the World Bank, AusAID and other international agencies. He worked previously as the Asia Regional Manager for the consulting company, International Development Support Services.
Dr Annear has worked with AusAID, WHO, the World Bank, UNESCAP, Belgian Technical Cooperation and other development partners to assist Ministries of Health in policy development and planning. He contributed to the writing of Cambodia’s Strategic Framework for Health Financing 2008-2015 and for 2016-2020. In Laos he assisted the MOH to develop national guidelines for the introduction of health equity funds.
Dr Annear was the Principal Investigator on a number of research and technical assistance projects with the World Bank, WHO and others and an Australian-government funded research project investigating pro-poor health financing strategies with the Ministries of Health in Cambodia.
