Dr Leslie Martin researches interactions between regulation, firms, and environmental outcomes. Much of her work focuses on industrialising countries, with studies into air quality gains from environmental regulation in cities in India, the use of carbon offsets by Indian manufacturers, the effectiveness of energy efficiency programs in China, and energy efficiency gains from trade liberalisation.In current work, Dr Martin is studying the extent to which special economic zones worsen or mitigate local and global pollution associated with manufacturing in rapidly industrialising countries.

This project, funded by the Australian Research Council’s Discovery Early Career Researcher Award, brings together satellite data on air quality, firm-level manufacturing data on industrial activity, and health records to study the reallocation of manufacturing output in China, India, and Colombia.In recent work on consumer behaviour in Australian markets, Dr Martin has examined whether charging road users is likely to reduce road congestion and to what extent congestion charges would fall disproportionately upon low-income road users. With the support of a Linkage Grant from the Australian Research Council in 2014, she also studied consumer responses to the availability of electricity smart meter data in markets with retail competition, and what determines which prices individual consumers face—issues with immediate relevance in Australia’s electricity market.Dr Martin spent several years as a research scholar at the International Institute for Applied Systems Analysis, studying the impact of climate change-related disasters on developing countries, and as a consultant for the World Bank in Bolivia working on productivity and competitiveness, pension reform, and hydrocarbon taxes.Dr Martin is an associate editor at the Journal of Economic Behavior and Organization and has published in top journals in economics, including the Review of Economics and Statistics and the American Economic Review.For more information, please visit http://lesliemartin.org
