Paul Fawcett is Associate Professor of Public Policy in the School of Social and Political Sciences at the University of Melbourne. Paul is an expert in the fields of governance, public policy and public administration.

His research has been funded by the Australian Research Council and has appeared in journals such as Policy Sciences, Administration & Society, Journal of Public Policy, Policy & Politics, Government & Opposition, Policy Studies, the Australian Journal of Political Science and the Australian Journal of Public Administration. In 2017, Paul published a co-edited book on Anti-Politics, Depoliticization and Governance with Oxford University Press.

Paul regularly works with public servants and other key stakeholders on critical governance problems. He teaches into the Master of Public Policy and Management (MPPM) and is currently Convenor of the APSA Policy Studies Research Group. He is Associate Editor of Policy & Politics (Australasia), which is a journal that is committed to advancing our understanding of the dynamics of policy-making and implementation.

Paul joined the University of Melbourne in April 2019. He was previously Lecturer, then Senior Lecturer in the Department of Government and International Relations at the University of Sydney (2009-2013) and Associate Professor of Governance in the Institute for Governance and Policy Analysis at the University of Canberra (2013-2019). He is now an Adjunct Associate Professor of Governance at the University of Canberra.

Paul holds a PhD in Governance, Master of Arts in Research Methods (with Distinction) and Bachelor of Arts (First Class Honours) in Political Science from the University of Birmingham. His MA and PhD were funded by the UK Economic and Social Research Council. He has previously worked in both the House of Commons Library and the House of Commons Scrutiny Unit (a unit in the Committee Office which exists to provide specialist expertise to select committees). In 2007, he was the recipient of an Australia Award (Endeavour Research Fellowship), which he undertook as a Visiting Scholar in the Research School of Social Sciences at the Australian National University.
