Abstract
Section 1 of this volume focuses on the key task of developing standards and assessments. Linda Darling-Hammond looks at the influence of professional standards and certification on teacher education and professional development. Mari Pearlman, as the Director of the ETS work as the General Contractor for the NBPTS, has been deeply involved in the design and architecture of NBPTS assessments and overseeing the operation and future development of new certificate fields. This chapter outlines the history of the earliest years until there was a major rethinking of the assessment models in the late 1990s.
