1 Introduction 1.1 Basis of review Stakeholders in education development, including Ministers of Education and policy makers, are increasingly looking to data regarding student learning outcomes in order to inform evidence-based policy decisions. Measuring learning outcomes at the national and international level can provide policy makers with information with which to diagnose the strengths and weaknesses of educational programs, and inform educational reform.
