Funding an Expanded Tertiary System: Designing a coherent financing architecture

This chapter sets out the historical and public policy case for a renewed financing architecture, and outlines qualities and features needed to design and effect new arrangements. It emphasises the need for agreed goals for financing, regulation and incentives for providers matched with clarity of arrangements on the funding roles of the States, Territories and Commonwealth. It identifies three key components for reform: agreement through the Council of Australian Governments (COAG); an oversight-financing body to provide advice to all levels of government; and, a new mechanism for investment planning.
