Abstract
Transit oriented development (TOD) offers the prospect of containing urban sprawl and reducing carbon footprints by encouraging transit use. An assessment of the capacity of TOD to meet this prospect requires an understanding of the social economy, which structures choice of housing and use of transit services. The role of paid employment is particularly crucial in this process because paid employment is the means by which most people in advanced economies acquire income to satisfy human needs and wants.
