This chapter is built on the basic premise that if Australia wants a truly differentiated tertiary education system it needs to move from formula driven policies that provide identical incentives to all institutions to tailored performance contracts that play to the strengths of individual institutions and build strengths in the national interest. From a political perspective, the most contentious part of this premise is the argument that we need an independent co-ordinating authority.
