Abstract
On behalf of the program committee, it is my great pleasure to extend a cordial welcome to all of you to INDICON-2004. As this is the first time the IEEE India Annual conference is being held in this new form, we had no previous model. We had to visualize the way it should take its shape. Our main goal was to provide a rich technical content, in terms of tutorials; invited talks and high quality technical papers.
