Abstract

The inherent risks within urban infrastructure system exert significant consequences on the dependent community. As the risk is a product of a complex set of network processes. the complexity is better assessed by understanding the risk nature, interrelationship dynamic and impact propagation pattern. Experts and professionals often use various assessment models and tools to help understand risk nature. Nonetheless, such models are not designed to capture the interconnections that shape risks based on community participation.
