Abstract

In the last fifteen years several policy moves have enhanced the space for international cooperation and competition in higher education, especially in Europe through staff and student mobility schemes and the initiatives towards a European Higher Education Area and a European Research Area. More important though, often moving ahead of intergovernmental negotiations, has been the growth of global civil society in which higher education plays an important part by constituting global knowledge and culture and educating a globally mobile elite.
