Abstract
In 1996, the World Health Assembly (WHA) requested the Director- General of the World Health Organization (WHO) ‘to initiate the development of a framework convention’ on tobacco control. The framework convention was to include ‘a strategy to encourage Member States to move progressively towards the adoption of comprehensive tobacco control policies and also to deal with aspects of tobacco control that transcend national boundaries’.
