Abstract

The adoption of the WIPO Convention in 1967 marked the beginnings of the first distinct international organization with competence solely in the field of intellectual property. While other entities had administered the international property conventions since the 1880s, namely the Unions charged with overseeing the Paris and the Berne Conventions, these bodies could not be characterized as international organizations for the purposes of international law.
