WIPO hardly began its life with a blank sheet: from the outset, the new organization faced a number of challenges, even crises, bequeathed by its predecessor. Not the least of these was in the area of copyright. Monumental as were its achievements in both substantive and machinery terms, the Stockholm Revision Conference left a major time bomb for BIRPI/WIPO to resolve: the Stockholm Protocol Regarding Developing Countries.
