Understanding income-based disadvantage involves studying both indicators of poverty at different points as well as the dynamics of the flows into and out of poverty. Around the world, poverty rates are considered a key indicator for government policies, from international reporting to national policy formation. This report continues our work on income-based disadvantage. The Breaking Down Barriers report series (“BDB”) focuses on the reporting of analyses to uncover the rate, depth, distribution, flow and persistence of income based poverty in Australia.
