Abstract
This growing focus on refugees’ political rights raises complex normative questions about political agency, membership, and legitimacy, which lie at the heart of established research agendas for liberal and democratic political theorists. Yet until recently, normative political theorists have written little on refugees’ political rights—considered separately from wider categories of individual rights to free movement, migration, and citizenship ( for notable exceptions, see Gibney 2004; Owen 2020).
