Foreign visitors flying into Johannesburg International Airport would findmuch that is familiar. Driving along the freeway toward the central business district (CBD), with skyscrapers picturesquely framed by the hills against the afternoon light, they would carefully circumnavigate the center, as advised by their travel agent, and connect with another freeway heading north.
