A longer report on which this paper is based was prepared for the Department of Planning and Health Information at the Ministry of Health, Cambodia. We would like to thank Dr Lo Veasnakiry, Director of the DPHI, for his participation and support. Many people from the MOH, the Council of Ministers, the Ministry of Economy and Finance, development partner organisations and non-government agencies participated willingly in the study and we thank them all for their insight and wisdom. The initial draft of this paper was improved following comments by Net Neath from the Cambodia Development Resource Institute. The research was funded by the AusAID Health Policy and Health Finance Knowledge Hub at the Nossal Institute for Global Health, The University of Melbourne. The preliminary results of this study were presented to the Health System Reform in Asia Conference, Hong Kong, December 2010, sponsored by Social Science & Medicine.
