Abstract
We describe an approach to the speci_cation of distributed systems that exhibit complex behavior in dynamic environments. We present a model of decision making in arti_cial organizations that derives inspiration from Organization and Management Theory and from Multi-Agent Systems research. We argue that this approach aids the system designer by supporting a suitably high level of abstraction in the design process.
